Corruption 'mars Iraq rebuilding' The US agency overseeing reconstruction in Iraq has told the BBC that economic mismanagement and corruption there are equivalent to "a second insurgency".The chief auditor assigned by Congress, Stuart Bowen, said the Iraqi government was failing to take responsibility for projects worth billions of dollars. Mr Bowen also said his agency was investigating more than 50 fraud cases. Meanwhile, nearly a third of Iraq's population is in need of emergency aid, a report by Oxfam and Iraqi NGOs says. Russian & US speaking about missile defence system in Eastern Europe
Lavrov Positive About Talks with U.S. U.S.-Russian consultations on Washington's plans to deploy elements of a missile defense system in Eastern Europe should produce initial results sometime in October, Foreign Minister Sergei Lavrov told a weekly meeting between President Vladimir Putin and government ministers. Putin has suggested that a Soviet-built radar base Russia leases in Azerbaijan be adapted for the U.S. system instead of the site planned for the Czech Republic. Russia opposes U.S. plans for the Czech Republic station and the deployment of 10 interceptor missiles in Poland. While opposed to Washington's plans for a global anti-missile shield, however, Russian military officials and diplomats have proposed cooperation between Russia and NATO on regional anti-missile systems. Putin responded to Lavrov's briefing by suggesting that both the Foreign and Defense ministries make more active use of the NATO-Russia Council in their joint efforts to gain acceptance of Russia's position on missile defense.

The official tariff of compensation for injuries lists £28,750 for someone blinded in one eye; £57,500 for the loss of a leg and just £8,250 for injuries associated with surviving a gunshot wound. A War We Just Might Win. VIEWED from Iraq, where we just spent eight days meeting with American and Iraqi military and civilian personnel, the political debate in Washington is surreal. The Bush administration has over four years lost essentially all credibility. Yet now the administration’s critics, in part as a result, seem unaware of the significant changes taking place. Today, morale is high. The soldiers and marines told us they feel that they now have a superb commander in Gen. David Petraeus; they are confident in his strategy, they see real results, and they feel now they have the numbers needed to make a real difference.
Everywhere, Army and Marine units were focused on securing the Iraqi population, working with Iraqi security units, creating new political and economic arrangements at the local level and providing basic services — electricity, fuel, clean water and sanitation — to the people. Yet in each place, operations had been appropriately tailored to the specific needs of the community. As a result, civilian fatality rates are down roughly a third since the surge began — though they remain very high, underscoring how much more still needs to be done.
In Ramadi, for example, we talked with an outstanding Marine captain whose company was living in harmony in a complex with a (largely Sunni) Iraqi police company and a (largely Shiite) Iraqi Army unit. He and his men had built an Arab-style living room, where he met with the local Sunni sheiks — all formerly allies of Al Qaeda and other jihadist groups — who were now competing to secure his friendship…

Iran launches English news channel
Iran launches 'alternative' news. Iran has launched its own 24-hour news channel in English. The satellite channel, called Press TV, is sponsored by Iran's state-run television operation, Islamic Republic of Iran Broadcasting (IRIB) and is aiming "to break the stranglehold of the West over the world's media." The channel plans to compete with other 24-hour English-language satellite channels like the BBC, CNN and Al Jazeera International, which is based in Qatar. "Press TV plans to present a new perspective to its viewers around the world," said Muhammad Sarafraz, the deputy director for international affairs, the Mehr News Agency reported. "Iran and Shiite Muslims in particular have become a focal point of world propaganda. From a media point of view, we are trying to give a second eye to Western audiences," Sarafraz said. Press TV's Web site says the channel has 400 staff and 26 reporters worldwide. Some of its correspondents are based in Washington, New York, London, Beirut and Damascus, it says…
